This is a dual-purpose memorandum and rant regarding AVS for credit card processing. AVS (Address Verification System for the uninitiated) is a standard developed by Mastercard and Visa to help fight fraudulent credit card purchases over the internet. By and large, I think we'd all agree that this is a good thing. Unfortunately, this system is unbelievably flawed.
Over the weekend we tightened down the AVS for both our Blinksale and IconBuffet credit card processing code, and ever since our life here has been a royal headache. In theory, AVS is great. A billing address entered by a customer is cross-checked with the billing address on supply from the card-issuing bank to ensure the card is in the right hands.
Unfortunately if you, the customer, say that you live at "123 Blueberry Street" and the bank says that you live at "123 Blueberry St", your card will choke. What's worse, if you live in an apartment and enter your unit number as "#212"—while your bank is looking for "Apt 212"—the card will choke. But wait, that's still not my favorite:
Let's say you live at "135 18th Street", AVS will tell your bank that you live at "13518 Th Steet". This of course is most definitely a recipe for failure. And don't get me started on international addresses or PO Boxes (or is it P.O. Boxes?).
AVS is supposed to be this great thing to protect merchants from fraud. I applaud that. But whoever created the system really messed the sucker up. About a third of all legitimate charges that have been attempted at Blinksale or IconBuffet over the last 48 hours have been declined due to false-negative responses. We've lost sleep, sanity, time, and sales.
Now we're frantically working to reverse engineer the whole thing to find an acceptable medium between keeping out the bad guys and letting in the good guys. If this is what AVS has to offer, the folks at Visa and Mastercard need to go back to the drawing board.

This example is precisely why I hate being at the mercy of another company's solution, especially when it involves money and putting food on your table, not to mention the service that your clients are expecting to work and at first glance will blame you guys for it not working.
I would think AVS would be working perfectly by now considering your lost sales are also VISA and MasterCard's lost sales.

We ended up pulling the use of AVS completely because of these issues. You have got to love when the question, "Is this valid?" returns Y, N, or X (roughly equivalent to a shrug) - three state booleans?? I think not. Oh, have you tried international addresses?? DON'T!! :)

Hmm... I'm no expert, but AVS is only supposed to send numeric values, so 'Street' or 'St' wouldn't matter. You definitely want at least ZIP code AVS checking, as bad things can happen without it. (I know from experience.)

We've implemented similar things at my employer. I totally agree with Josh: use zip code AVS. It cuts down on the bad charges and makes the credit card companies happy.
Our business relies on valid addresses, so we first wrote our own address parser. That worked fine for a while, but we ended up eventually abandoning it because of the constant maintenance it required.
The other option is to buy software which converts the addresses into the US Postal Service standard format, but those packages are quite expensive, usually in the thousands of dollars. (There are a few cheaper ones, but the ones we've seen are not programmable so that they could be used on a website without manual intervention.) Even if you do have that software, it still doesn't always do what you want - we run into frequent cases in which the address a customer gives us isn't in the USPS database (i.e., on a new street). It's probably not worth the expense just to process credit cards.

Josh—I believe you are right about AVS looking primarily at the numbers. Unfortunately, that still poses huge issues, as in the case of a numbered street name, or potentially a PO Box. Also, if the bank on record lists an apartment or office number on Line 2 and an customer enters it one Line 1, well... it fails. There are two solutions in this case.
1. Wage a war of education to your customers so that they enter their addresses according to spec (or invest in software as Ed mentioned), or...
2. Someone needs to fix the spec.

MaxMind have a product called CCV which does various checks based on the users IP address in location to the BIN number of the credit card which is quite useful for reducing fraud rates on online casinos although it is not fool proof. Maybe do some other checks based on entered information? Looking users information in the Yahoo! YP or some other online sources may be useful to verify the address for users in the USA.
The problem with AVS is that not all countries support it. It would be great if the AVS servers would reformat the address information before doing the checks, so no matter what format a user enters the address in the verification should work.
Once again standards differ from place to place for the format of addresses. For example in Afrikaans people write the street name and then the number of the house so AVS should know how to do the reformatting.
Companies who do geolocation type services should have a list of streets, etc. which appear on their maps which you most likely could license their street names database for each suburb for verification purposes.
